APCC Chair David Lloyd said:
“Bill was a strong, independent voice among PCCs and had a natural ability to bring different groups together to do the best for West Mercia.
“I’m very sad to hear of his death and I know fellow PCCs across the country will join me in paying tribute to the service he gave his community. His honesty and wider experience in public life gave him the skills he needed to form strong partnerships across his region and beyond.
“He lived a full life and one which Bill’s family and friends should be proud of, and our thoughts are with them at this time.”
