Senior Responsible Owner – Simon Mould

Simon Mould has been the Head of Resilient Communities for Cornwall since 2017, after moving to the region in 2008 and beginning his career with Cornwall Council. Before his current role, Simon held a senior leadership position in the private sector and served as Assistant Chief Officer for Cornwall Fire and Rescue Service.
In his role as Head of Resilient Communities, Simon oversees a wide-ranging portfolio within the Neighbourhoods Directorate, including:

  • Localism and Devolution: Supporting communities in decision-making, asset devolution, and enhancing local areas through partnerships with Town and Parish Councils, voluntary organizations, and other stakeholders
  • Community Safety: Leading the statutory Community Safety Partnership (Safer Cornwall) to address issues such as anti-social behaviour, domestic abuse and sexual violence, drugs and alcohol misuse, and serious and organized crime. His work is supported by the Amethyst Intelligence Team, which provides vital evidence for crime reduction strategies
  • Resilience and Emergency Management: Managing emergency coordination and community resilience planning, as well as contingency planning, exercises, and recovery efforts in the event of major incidents

Simon is the Chair of Safer Cornwall, where he leads on reducing crime, anti-social behaviour, substance misuse and re-offending. He is also the Senior Responsible Officer for the Drugs Strategy Partnership, ensuring multi-agency collaboration to address drug-related harm across the region. Additionally, Simon co-chairs the Devon, Cornwall and Isles of Scilly Local Resilience Forum, contributing to regional emergency preparedness and resilience efforts, including the development of Whole Society Resilience initiatives.
